If the United States does not produce more potential talent at home and recruit and retain more existing talent from abroad, it may lose its global competitiveness with scarce AI expertise. The United States must take positive action in both areas.

Congress should pass a second Defense Education Act to address deficiencies in the U. S. education system, from K-12 and job retraining to investing thousands of undergraduate and graduate scholarships in areas critical to the future of AI.

Meanwhile, Congress should pursue an integrated immigration strategy for highly skilled immigrants through new incentives and visas, green cards, and job mobility reform to encourage more AI talents to study, work and stay in the United States.
